The People, pursuant to C.A.R. 4.1, appeal the district court's suppression of a knife seized by a police officer in the course of an investigatory stop of the defendant, Henry Savage, and also a custodial statement made by the defendant after his arrest. The district court concluded that the officer's conduct exceeded the limits of a permissible stop and frisk and constituted an arrest without probable cause...
