Plaintiff has brought this action alleging a variety of claims in tort and deprivations of his and other parties' federal and state constitutional rights by Sheboygan County, the Sheboygan County Sheriff's Department, two unknown deputies, District Attorney Edward Stengel, and Circuit Judge Ernest Keppler.
