After a jury trial in 1981, Joan Lynch ("LYNCH") was convicted of participating in a conspiracy to obtain fraudulent real estate tax assessment reductions in violation of the Racketeer Influence and Corrupt Organizations Act ("RICO"), 18 U.S.C. § 1962(d).
