This case requires us to review a final order of the Superintendent of Public Instruction in which he revoked the teaching certificate of Janet Cooper,1 because she wore religious dress while teaching in a public school operated by Eugene School District No. 4J. The district petitioned for review of the superintendent's order, seeking to have it affirmed.2 Cooper cross-petitioned, seeking reversal...
