This case comes before us for the second time.1 The plaintiff/appellee, Thomas J. Sims, a horse trainer, brought this suit under 42 U.S.C. § 1983, seeking injunctive relief and damages for his expulsion from the premises of the Jefferson Downs Race Track in Kenner, Louisiana.
