United States Court of Appeals, Ninth Circuit.

Decided November 4, 1985.

Attorney(s) appearing for the Case

Sanford Svetcov, Asst. U.S. Atty., San Francisco, Cal., for plaintiff-appellee.

David B. Goodwin, San Francisco, Cal., for Dickens.

Richard B. Mazer, San Francisco, Cal., for Lester.
