James Elliott has been licensed as a real estate broker in Illinois since 1978. He is evidently an aggressive and successful real estate salesman; but the government, offended by certain strategies he adopted in 1980 and 1981, and thinking that his aggressiveness had taken him beyond the limits of propriety, brought him into federal district court on ten counts of mail fraud and nine counts of making false statements to government agencies....
