For the reasons assigned in Grappe v. State of Louisiana, Dept. of Transportation and Development, 462 So.2d 1343 (La. App. 3rd Cir.1985), the judgment of trial court is affirmed. The costs of this appeal are to be paid by defendant-appellant.
