Baker appeals the Superior Court's reversal of a variance granted her by the Board of Adjustment of the City of Rehoboth Beach (the Board) to build two townhouses on certain beach front land zoned as open space. The Superior Court ruled in favor of the appellee, Lawrence J. Connell, an adjoining landowner, on the ground that the record did not support the Board's finding that the open space zoning...
