SHIVERS, Judge.

Dr. Bachynsky appeals final order of the Board of Medical Examiners denying his application for licensure as a physician by endorsement, pursuant to Chapter 458, Florida Statutes. We reverse.

At issue are (1) whether the Board erred in rejecting the Hearing Officer's conclusions of law, and (2) whether the Board erred in concluding that the evidence presented by Dr. Bachynsky does not establish good moral character as required for licensure...
