We are asked to review administrative sanctions imposed by the Idaho State Horse Racing Commission upon a licensed jockey who was found in possession of an electric prodding device. The jockey, Bob Alan Pence, initially appeared before a local board of stewards at the Pocatello Turf Club, where the misconduct occurred.
