Appellant Gerald Waechter appeals from his conviction on seventeen counts of knowingly making false statements to the Department of Housing and Urban Development (HUD), 18 U.S.C. § 1010. Waechter is a real estate investor whose alleged false statements involved bids that he caused to be placed for houses HUD was selling. The Government alleged that Waechter's practice of having employees submit multiple bids for a single property...
