The instant appeal stems from an action brought by Gregory Ottensmeyer and his wife, Melissa, against the Chesapeake and Potomac Telephone Company of Maryland ("C & P") and American Telephone and Telegraph Company ("AT & T") in the United States District Court for the District of Maryland.
