The district court, applying the Bail Reform Act of 1984, found that the release of Gennaro Anguilo from pretrial detention would put at risk the "safety" of the community, and it ordered that he remain in custody. Anguilo appeals, on the ground that the new Bail Reform Act does not apply to one like him whom the government had charged before the new Act took effect.
