Plaintiff, Harvey Margulis, owned the winning horse, C.C. Sun, in whose post-race urine sample an unauthorized "foreign substance," the drug procaine, was discovered. For this reason, defendant Illinois Racing Board (Board) disqualified the horse, canceled and redistributed the winning purse.
