In this consolidated case,1 the Land Conservation and Development Commission (LCDC) and 1000 Friends of Oregon (1000 Friends) separately petitioned for review of a Court of Appeals' decision which affirmed, in part, and reversed and remanded, in part, the LCDC Order acknowledging the Salem Area Comprehensive Plan and implementing regulations as being in compliance with the statewide land use planning goals.
