MEMORANDUM OPINION AND ORDER

ROVNER, District Judge.

Plaintiffs consist of numerous suburban municipal entities surrounding O'Hare International Airport ("O'Hare"), the Suburban O'Hare Commission, an organization of Illinois municipal corporations created in 1982 for the purpose of protecting its members and their citizenry from environmental damage caused by O'Hare, and Lawrence C. Bieneman, a private citizen of one of the plaintiff villages.
