Two weeks before his eighteenth birthday, Kristian Kinley was accused, by a petition filed under the Youth Rehabilitation Act (YRA), of committing acts that would have been misdemeanors if committed by an adult. Kinley denied the accusation. After an evidentiary hearing, a magistrate found that Kinley had committed one of the acts alleged.
