This civil rights action arises out of events surrounding the adoption of the City of Poughkeepsie's 1981 budget. In addition to numerous federal civil rights claims Bert Nauta, plaintiff, asserts a plethora of state causes of action against the City and past and present Poughkeepsie officials in their individual capacities.
