Appellant sued the United States under the Federal Tort Claims Act for damages stemming from an accident involving his vehicle and a vehicle driven by a U.S. Army officer. He argues on appeal that the district court erred in excluding psychiatric testimony and other evidence of mental damages at the trial, in refusing to allow a continuance after excluding the evidence as the trial was about to start, and in finding that plaintiff was 70 percent...
