CHOY, Senior Circuit Judge:

On September 9, 1983, Keith Smeaton, appellant, was sentenced to two years imprisonment for wire fraud. Ordering that his British passport remain in the custody of the court, the judge freed Smeaton under a Voluntary Surrender Order requiring him to turn himself in on September 26, 1983. On September 26, Smeaton was granted an extension to October 11, 1983 but it was ordered that there would be no further stays. Smeaton obtained a new passport...
