The question presented here is whether a drainage district may add lands, after the improvements have been completed, on the basis that the lands to be added benefit from the improvements. The answer to this question requires interpretation of Ark.Stat.Ann. § 21-514 (Repl.1968), thus our jurisdiction rests on Arkansas Supreme Court and Court of Appeals Rule 29 1.c.
