Blavin, individually, and doing business as Providence Investment Advisory, first appeals from the district court's grant of summary judgment against him. The district court found that Blavin repeatedly violated the anti-fraud provisions of the Securities Exchange Act of 1934 and the Investment Advisers Act of 1940.
