Santiago Pereira appeals from the district court's dismissal of his action brought under the Jones Act, 46 U.S.C. § 688. Pereira, a Spanish national, was injured aboard the LAKE MENDOCINO, which flies the Liberian flag. Pereira brought suit in the Northern District of California against the vessel's owners, Utah Transport, Inc. and Utah Shippers, Inc.
