This is an appeal from a summary judgment granted in favor of Cameron County and the State of Texas. Hortencia and Pablo Vela brought suit under the Wrongful Death and Survival Acts alleging that the State and County were negligent, and that the negligence resulted in the drowning of their son, Edward, in the waters of the Gulf of Mexico, offshore a park owned and operated by Cameron County...
