Idaho Power Company applied to the Idaho Public Utilities Commission (Commission) for an increase in its rates to Idaho consumers in order to produce an additional $72,941,628 in annual revenues — percentage-wise approximately 28.60 percent. Pursuant to I.C. § 61-622, the Commission suspended the requested rate increase and scheduled hearings. Briefs were submitted and hearings were held between March and July, 1982.
