SINGLETON, Judge.

Ronald Russell was convicted of driving while intoxicated and driving with a blood-alcohol level exceeding .10, Anchorage Municipal Code § 9.28.020(A) (hereinafter cited as AMC). He appeals, contending that his seizure and subsequent arrest violated his rights under the state and federal constitutions, and that the trial court erred in admitting expert evidence regarding a blood-alcohol test performed at Russell's request....
