This case was tried before the Court on the merits of plaintiffs' Third Amended Verified Complaint for violations of the 1972 Shakman consent decree. Plaintiffs alleged that the defendants promoted defendants Porche, Esteban, and Miller from Water Rate Takers (WRTs) to supervisors of WRTs based on political considerations and that the plaintiffs should have been, but were not promoted due to political considerations...
