DIAL, Justice.

This is an appeal from a judgment rendered March 20, 1984 by Bexar County Court at Law Number One, suspending the driver's license of appellant, Jerry Lee Shedrock. The suspension was for a period of six months.

On October 21, 1981, the Texas Department of Public Safety filed an administrative petition in the San Antonio Municipal Court, alleging that Shedrock was a habitual violator...
