Skaggs was convicted of the murders of Herman Matthews and his wife, Mae Matthews. He was sentenced to death for both crimes.

Herman Matthews was a 76-year-old, semi-retired scrap metal dealer. His wife was 67 years old and frequently helped in the business. Their home was connected to their place of business.
