MEMORANDUM AND ORDER

ALTIMARI, District Judge:

The plaintiff, Long Island Lighting Company, instituted this action alleging that the defendants have effected an inverse condemnation of the plaintiff's Shoreham nuclear power plant. The plaintiff also alleges that the defendants have breached certain contractual obligations. Plaintiff seeks a $4 billion judgment.
