Louis P. Hart pled nolo contendere and was convicted of assault in the first degree, AS 11.41.200, and attempted murder in the first degree, AS 11.41.100; AS 11.31.100(a). In accordance with an agreement with the state, Hart was adjudicated guilty but mentally ill, AS 12.47.030. He entered his plea in reliance on Oveson v. Anchorage, 574 P.2d 801 (Alaska 1978), and Cooksey v. State...
