This is an appeal by the members of the Florida cabinet, who constituted the Department of Revenue in 1976, from a summary final judgment entered in 1984, upon motions therefor tendered in 1978, in a declaratory action filed two years earlier. We affirm that part of the trial court's conclusions, made eight years after the Seminole Tribe had so urged the state court to conclude, that it did not have subject matter jurisdiction.
