The Orleans Parish Civil District Court dismissed Rosie Lee Emery's claim that provisions of the City of New Orleans Beer and Alcoholic Beverage Ordinance are unconstitutional and denied an injunction prohibiting the City from withholding renewal of Ms. Emery's alcoholic beverage outlet manager's permit.
