This case arises out of an October 21, 1983, order of the Railroad Commission requiring appellees, Olin Corporation and Tenexplo Corporation, to plug a gas well in Galveston County. Appellees appealed from this order to the district court of Travis County, which rendered judgment that the Railroad Commission lacked authority to order appellees to plug the well, and thus, that the order was void as to the appellees.
