Respondent landowners commenced a declaratory judgment action against the County of Chisago, City of Branch, Township of Lent, Glenn Rehbein Farms, Inc., and Glenn Rehbein Excavation, Inc. (Rehbein), seeking a determination that a public road had been established over an area two miles long and four rods wide on either side of the center line lying between Sections 34 and 35 of Township 35, Range 21, in the City of Branch and Sections...
