Ronald F. Hoelscher was indicted on March 7, 1984 by a federal grand jury on four counts of distributing or aiding and abetting the distribution of cocaine, one count of conspiracy to distribute cocaine, and one count of possession of cocaine.1 On April 26, 1984, a jury returned a verdict of guilty on each of the six counts.
