Jerue Hawkins, a black Postal Service employee, brought this suit under 42 U.S.C. §§ 2000e et seq. (1982) (Title VII) against Frank Bounds, Postmaster for Oklahoma City, and Blanks Leon Dudley, the former Oklahoma City Postmaster. Hawkins alleged that defendants' promotional practices discriminated against him because of his race.
