PER CURIAM.

In mid-February 1985, before a justice of the Family Court, Dennis A., then almost seventeen years old, through his counsel conceded the accuracy of allegations that were contained in nineteen consolidated petitions, each of which alleged a delinquent act on Dennis's part. Prior to this time he had never been adjudicated a delinquent as a result of any conduct committed after his sixteenth birthday that would have constituted a felony...
