Hughes (Relator) in his official capacity as Chief State Supervisor of the State Board of Probation and Parole (the Board) to prohibit the Honorable Gary P. Kramer (Respondent) from taking any further action and to stay enforcement of a civil contempt order. We have issued our preliminary rule and now make that rule absolute.
