WATSON, Judge:
This action challenges determinations made by the International Trade Commission (ITC) at the first stage of its involvement in countervailing duty and antidumping duty investigations of table wine from France and Italy.1 The ITC found, under the authority of sections 703(a) and 733(a) of the Tariff Act of 1930, (19 U.S.C. § 1671b(a) and § 1673b(a))2
