Appellant, Robert K. Bell Enterprises, Inc., owns and operates a facility known as Bell's Amusement Park. Bell's is located upon land comprising a portion of the Tulsa County Fairgrounds. The Tulsa County Fairgrounds Trust Authority leases the entire Tulsa County Fairgrounds from Tulsa County. The Trust Authority, in turn, subleases that portion of the Fairgrounds upon which the Amusement Park is located...
