OPINION

BURKE, Justice.

Appellee Robert Dupere sued appellants, the State of Alaska, the Legislative Council and its chair, Hugh Malone, and the Legislative Affairs Agency and its director, Myrton Charney, ("the State") for payment for services Dupere performed during the 1980 legislative session. The jury awarded Dupere $72,160. In this appeal the State asks us to vacate the judgment and remand the case with instructions...
