The Court of Claims awarded claimant $4,500 for false arrest and the State appeals. The arrest giving rise to this claim occurred at about 1:00 A.M. on October 10, 1980 in the Town of Champlain, Clinton County, and was effected by State troopers who found what was believed to be a controlled substance in claimant's car. After the drug was determined to be other than a controlled substance, the criminal charges against claimant were dismissed...
