Claimant Robert Moilanen appeals an order of the Workers' Compensation Court concluding that he was only temporarily totally disabled rather than permanently totally disabled. In addition, claimant contends that the trial court improperly refused his request for a lump sum conversion of future benefits, and that the trial court failed to rule on claimant's request that the statutory 20 percent penalty be invoked based on a contention that the insurer...
