This declaratory judgment action was brought by appellants Itasca County Board of Commissioners (Itasca County) to determine their rights and responsibilities in connection with a proposed performance evaluation of respondent Gene Hanson, Itasca Memorial Hospital Administrator. Itasca County contends Minn.Stat. § 471.705 (1984), the Minnesota Open Meeting Law, requires that their meeting to evaluate Hanson be public. Hanson claims...
