Plaintiff Lester Hershinow, a police officer, filed a civil rights action under 42 U.S.C. § 1983 against the police chief and city manager of Highland Park, Illinois. The complaint arose out of plaintiff's suspension for three days due to an altercation he had with a driver, Debbie Oggoian, he had stopped for speeding.
