Plaintiff Clarence W. Walker is an Illinois prisoner who was denied access to his parole file by the Illinois Prisoner Review Board. He filed an action under 42 U.S.C. § 1983 against the Illinois Prisoner Review Board and its chairman. The district court found that the denial of access to his parole file violated plaintiff's due process rights.
