This appeal requires us to interpret and to apply provisions of the Dangerous Special Offender Act, 18 U.S.C. §§ 3575-78 (1982), although other issues are presented and addressed. The appellant Vernon McCoy was found guilty of being a convicted felon in possession of a firearm in violation of 18 U.S.C. App. I § 1202(a)(1) (1982), and he was sentenced as a "dangerous special offender" pursuant to 18 U.S.C. § 3575(b...
