Joseph J. Hiegel brought this action under 42 U.S.C. §§ 1983, 1985. Defendants are a police officer, the Chief of Police, and the city of Hot Springs, Arkansas. Following a non-jury trial, the District Court entered judgment dismissing Hiegel's complaint and awarded costs against Hiegel.
